This is possibly the biggest mystery unit in this collection. I was not able to find any information about this instrument. ITC did not make many instruments at all. It is possible that it was built as a sample to win a military contract. An indicator could be the extra holes for parts in the rack.
It is a two part unit with one rack for the oscilloscope and another rack for the voltmeter. Parts underneath the rack are not easily accessible.
Overall the quality is very good and the look and feel reminds of General Radio and Western Electric.

Based on the tube types, this unit was built in the early 40s.
The voltmeter contains the tube... 2x 6SF5, 6SF5GT, 6V6GT, 6J5 and an unknown tube.
