Picture

​You got lucky at a flea market and picked up an old electronic test instrument at a steal. It has a CRT (Cathode Ray Tube) and looks like an oscilloscope. 
Or... you inherited a strange looking instrument from your grandfather who spent a lot of time repairing radios in his basement.
