This is possibly the only "oscilloscope" General Radio built, all others were called "oscillograph".
It was part of the General Radio 1105-A Frequency Measurement Equipment. Its purpose was to indicate frequency matching. The CRT is a 3DP1 with a center pin. This kind of scope was also called O-scope or Synchroscope. The displayed Lissajous figure indicates frequency matching and phase shift. This unit is still working, one short test and it will never see power again.
