This is a comparison bridge for testing capacitors.
It is in wonderful condition and works close to calibration. Although it is not really an oscilloscope, it has a CRT and made by General Radio. The manual contains a detailed description.
The catalog from 1954 lists it at $390. This would be $3500 in 2018. Probably not many private people could afford such instruments.
