The 403 scope was the successor of the 400. It seems Sylvania came up with a new model almost every year during the early 50s.
There are some major differences to its predecessors. First, the front panel is different. Inside, the "tube upside down" arrangement was abandoned.
The overall quality appears to be lower than previous models. This is the same observation with other manufacturers like RCA. A couple years later other scope manufacturers will dominate the market for lab scopes.
